Through NYSERDA’s EmPower+ program, eligible homeowners and renters can receive insulation, air sealing, lighting, and even appliance replacements at no cost or with significant discounts.

What Is EmPower+?

EmPower+ is a New York State program designed to help income-eligible households reduce energy waste, lower utility bills, and improve comfort. Based on your household income, you may qualify for:

• Tier 1 (Low-Income): Free energy upgrades at no cost to you.

• Tier 2 (Moderate-Income): Free home energy assessment plus discounts or financing that cover up to 50% of project costs.

Whether you own your home or rent, EmPower+ makes it easier to live in a safe, healthy, and affordable home.

What’s Included?

Depending on your eligibility, EmPower+ can provide a wide range of upgrades:

• Insulation & Air Sealing – Keep your home warmer in winter and cooler in summer.

• High-Efficiency Lighting – Reduce electric bills with modern, efficient lighting.

• Appliance Replacement – Old refrigerators or freezers may be replaced with ENERGY STAR® models.

• Heating & Cooling Support – Access to financing and rebates for energy-efficient heat pumps.

• Multi-Unit Assistance – Owners of 2–4 unit homes can receive discounts if tenants qualify.

Who Can Apply?

EmPower+ is open to:

• Homeowners with 1–4 unit homes

• Renters (with landlord permission for upgrades)

• Landlords with income-eligible tenants in 2–4 unit properties

Two Tiers of Eligibility

Tier 1 – Low-Income Households

• Income at or below 60% of the State Median Income

• Automatic eligibility for those receiving HEAP or SNAP benefits

• Free energy upgrades at no cost

Tier 2 – Moderate-Income Households

• Higher income limits (up to 80% of area/state thresholds)

• Free home energy assessment

• Discounts covering up to 50% of upgrade costs (up to $10,000 for 2–4 unit homes)
